Clinical mental health services are provided to Victorians with a serious mental illness or disorder. These services are called area mental health and wellbeing services (AMHWS) and are operated by hospitals.

About community service hours
The total number of clinical mental health community service hours, excluding the Bouverie Centre, contacts reported against inpatient or residential program types, block-funded and Primary Health Network-commissioned programs.
About rate of seclusion episodes per 1,000 occupied bed days
The rate of ended seclusion episodes per 1,000 occupied bed days within inpatient units at adult, older adult and child and adolescent inpatient units.
Excludes consumers who attended and left hospital the same day, those who temporarily leave an inpatient unit to receive treatment from another facility, private beds, virtual wards and units that do not have a seclusion room.
A restrictive intervention may only be used after all reasonable and less restrictive options have been tried or considered and have been found to be unsuitable in the circumstances. A restrictive intervention includes seclusion, which means the sole confinement of a person to a room or any other enclosed space from which it is not within the control of the person confined to leave.

- Number of community service hours include:
- the Victorian Institute of Forensic Mental Health and a range of specialist services, including brain disorder programs, dual disability services, gambling services, personality disorders services and substance use and mental illness treatment team services
- Albury Wodonga Health results from 1 July 2025.
- The statewide rate of seclusion episodes per 1,000 occupied bed days includes services at the Austin Health – Statewide Child Inpatient Unit and Monash Health – Oasis Unit.
- The rate of seclusion episodes per 1,000 occupied bed days at Dandenong – Adult AMHWS includes data for Casey Hospital.
- From 1 July 2025, responsibility for clinical mental health service delivery at Orygen Specialist Program campuses transferred from Melbourne Health to Parkville Youth Mental Health and Wellbeing Service.
- Data on community service hours (and contacts) between February and August 2025 were affected by industrial activity. This has impacted the Jan-Mar 2025 to Jul-Sep 2025 results for community service hours. Reported activity can appear lower than expected, as some consumers receiving a community service contact during these periods may not have had their contact recorded. Interpret with caution.
- Results for the current financial year are preliminary and may change from quarter to quarter. Final results will be available in November. Results from the previous financial year have been finalised.
