A continuously improving safety in Victorian health services relies on staff sharing a positive commitment toward harm prevention and incident management.

Every year, staff in Victorian health services are surveyed about the safety culture of their workplace in the People Matter Survey (PMS).

About the data

Safety culture questions - People Matter Survey

The survey asks health service staff how strongly they agree or disagree with the following eight statements:

  • suggestions about patient safety concerns are acted upon when expressed to their manager
  • patient care errors are handled appropriately in the area
  • management is driving the organisation to be safety-centred
  • they are encouraged by their colleagues to report safety concerns
  • their organisation adequately supervises trainees
  • that their organisation does a good job of training new and existing staff
  • they would recommend their friend or relative to be treated as a patient at their organisation
  • that the culture within their organisation makes it easy to learn from the errors of others.

Notes

  • Data source: People Matter Healthcare Worker Survey. Data extracted on 16 July 2025.
  • Following changes by the Victorian Public Sector Commission (VPSC) to the People Matter Survey (PMS) collection schedule for Health Services—including the required Safety Culture questions—the survey will now be conducted annually in April. As a result, PMS results (previously reported in the Q1 period) will not be available until August 2026 (Q4 2025–26).
  • Corryong Health, formerly known as Upper Murray Health and Community Services, underwent a name change in 2017. This update has been retrospectively applied.
  • Statewide results include Ambulance Victoria, but exclude Oral Health Victoria , The Queen Elizabeth Centre and Tweddle Child and Family Health Service.
